I have a builder working on my property, can’t he just seal up the holes and gaps?

He can, but without the guidance and know-how of a professional pest control technician, he won’t necessarily know things like how pests are accessing a particular area and what they are capable of (do you know how many materials pests like rats are capable of chewing through??)
